Severe penalties to the "chosen" may start a conversation much like has happened on this board, to address how athletes should be handled from recruiting through their playing time in college. Anything less is just saying we shouldn't rock the boat too hard because we don't want to change the sport(s) the way we've gotten used to seeing them. As for worrying about another conference taking advantage of something serious happening in the ACC, I think we may just be seeing the tip of the iceberg now that the FBI is involved. All conferences will likely be hit in one way or another.
