It probably should not have been called against Michigan in this case, just another case of bad officiating.
But, it shows the rule exists, and should have been called against the Patriots last season in the Playoff game when they were purposely not having their ineligible players in the huddle.
The penalty is a 15 yard walk-off, would have really changed the dynamics of that Ravens 14 point lead and their subsequent loss.
