I'll mention again that I saw a fascinating presentation at the MIT Sloan Sports Analytics conference last spring that proved quantitatively how "cheating" pays. The benefits a program derives from the success enabled by "cheating" far outweigh the harm from sanctions.
Once a school gets past the ethics of "cheating" it's really a no-brainer to do it.
