The Broncos have the ball on the Colts 2 yard line. Their runner fumbles but, as the replay clearly shows, he recovered it. The refs incorrectly rule on the field that the Colts recovered it. The Broncos can call for a review but the rule, (if I understand the explanation correctly), you review whether it is a fumble but not who recovered it. Since it is clearly a fumble, the Broncos don't throw the flag because they can't afford to lose a time out. They wind up losing 33-39.
You should be able to review anything you can see on the film. Or at least, if a review is requested on a reviewable thing and the refs can see that their call is wrong, they should be empowered to fix it and make the correct call.
