I don't know if there is an answer, but maybe someone has a thought. What stops someone that legally bet through Vegas against Penn State during the now created winless streak from going back and demanding their winnings? Vice Versa, what stops Vegas from going after all their payouts? Penn State officially lost all those games.

The only rational answer I can think of is "just because."

It's something to the effect of the score at the end of the game - what happens after doesn't matter.

It's not a life time bet or a what if your betting on the results/point total of the game that day.

The book has the final say on the payout. It's usually printed on the ticket or somewhere where you buy the ticket.

The NCAA doesn't recognize the wins. That doesn't mean they didn't happen. Everyone had the same information when the game took place.

Most sports betting tickets in Vegas expire between 30 and 120 days, with a few casinos honoring tickets up to one year from the event.

Even in some bizarro scenario where the casino did decide to "vacate" the game, 1) the bet would probably only go down as a "push" (you get your money back), and 2) the expiration date on the claim tickets would pretty much wipe out all of the past PSU games.
