That is right...it's Hunt. Hasn't played enough for the #1 spot but according to ESPN he has the highest rating.

The what-could-have-been: Hindsight is 20/20. We don't know how ready Terrel Hunt would have been to start for Syracuse in the season opener. And Wagner and Tulane are not as good as Penn State and Northwestern. That said, the loss to the Nittany Lions was a winnable game. And Hunt's two starts after the Orange's first two losses with Drew Allen under center have been great, as he completed 16 of 21 passes Saturday against the Green Wave for 181 yards and four touchdowns. He added 39 yards and another score on the ground, and he did not turn the ball over. Hunt, as Anish Shroff pointed out, has the highest Total QBR rating in the country, though he has not played enough yet to qualify for the top spot.

Now would this be a shocker if one of the very best QB's is now starting for 'Cuse...Matt Fortuna of ESPN thinks so!!!

This Clemson game will tell me alot about what could have been. I don't mean Hunt has to win the game but I am really interested in seeing him against high level talent. I want to see what he can do when his skilled position players aren't better than the ones lining up on the other side. I want to see his accuracy throwing into tight windows when his WR's don't get the same separation as they did against Tulane and Wagner. And like I said I don't expect him to win the game I just want to see flashes and something to build on. If he comes out and shows the same type of things he shown against Tulane and Wagner then I will be very upset with Shafer.
 
If he had enough attempts, I think it's 15 a game, and he's at 14.3, he'd have the second play QB rating under the NCAA formula, Bryce Petty from Baylor is 239, TH is 220. He'd have the 3rd hightest completion percentage after Winston and Petty.

21% of his completions have resulted in TD's which is only exceeded by Lee at GT, which is a fire for effect play action pass game. SU's offense is much more balanced and doesn't have close to the run game that GT has to force teams to overplay the run.

Again, opponent has a lot to do with it, but not everything.
