Huh ?There’s likely far more than that which could, but are budgeting expenses with the assumption that ticket sales exist, such as facilities upgrades, that they would not do if their assumed revenues were lower (i.e. no ticket sales).

Major Athletic Departments (with some idiotic exceptions) tend to budget with the assumption that ticket revenue exists.
If you forced them to put together a new budget with an assumption that ticket sales do not exist, there are projects that they would/could not do.
