I see it harming the ACC in at least two ways.
 
1)   Perception is reality. Big 12 has some momentum going right now with their announced tv deal with Fox Sports, their Grant of Rights, New Year's Bowl agreement with the SEC, and the additions of TCU and WVU. If they were able to get ND, they keep momentum and perception going in their favor. This could further strain the relationship between the ACC and the schools that may be looking for greener pastures.
 
2)   Removes ND as a potential partner/bargaining chip for a lucrative New Year's Day bowl. The Big Ten and the Pac 12 are in bed together (Rose Bowl) and now the Big 12 and SEC are in bed together. Who does that leave the ACC with? The Big East? Yuck. If not the Big East, then you have to start talking about the #1 ACC vs. #2 from another conference. That alone shows weakness.
 
One thing is for sure, we've come a long way from thinking the Big 12 was dead. For awhile I was wondering what schools the Big East was going to be able to poach from the Big 12. Now I'm wondering if the ACC is safe from getting poached themselves.
