I agree with you in principle. It would be silly and hurtful to the player to burn a redshirt if he's going to be limited and/or deep in the depth chart. Getting him in for four games and shut him down would be the way to go. It's extremely difficult to get into the two deep as a true freshman, and much harder when missing a bunch of games and recovering from a broken leg.
Not only does it not help the team to waste his redshirt, but it steals a year of NIL earnings and a year of free college from the kid, for no good reason. Most players aren't going to the NFL, but can still earn really good NIL money during their college career. Plus, a free year towards a masters degree is a huge benefit to anybody. Every player that isn't going to get immediate regular playing time is being hurt by having their redshirt burnt.
In the other hand, if Boobie comes back and is still in that top group of receivers getting regular snaps, then the redshirt is irrelevant. Get him out there if he can help the team and progress his career.
