No. He hit the ball. Pretty sure partially blocking the shot means he made a play on the ball.

During live play I thought it was, but after the replay I changed my mind. I don't believe it was an intentional shove to the players back. I think he made a play on the ball and the contact was not excessive. Fouls from behind typically look worse.
