The reason why he can transfer (I didn't know this) is because his HC was fired. The NCAA opens up a 30-day window for players to enter the portal. At least four Badgers have already done so.

Why would a WR go to Iowa or Wisconsin to begin with?

announced his intention to enter the transfer portal with three years of eligibility remaining.

During his redshirt 2021 season, Allen appeared in two games for Wisconsin, where he caught three passes for 65 yards.
This season, the 6-foot-2, 215-pound talent has hauled in seven passes for 91 yards and one touchdown in six games. Allen did not play in Saturday's 34-28 loss to Michigan State.
Allen was a four-star prospect and ranked No. 247 in the 2021 recruiting class coming out of Northmont (Oh.). He originally committed to Michigan before eventually signing with Wisconsin.
Coming out of high school, Allen had other notable offers from Michigan State, Indiana, Purdue, Cincinnati, Boston College, Pitt, and others.
With the new NCAA transfer rules, players that are part of a program that fire their head coach in-season are allowed to officially enter the transfer portal within a 30-day window of the firing date.
Wisconsin dismissed former head coach Paul Chryst on October 2nd.
Allen will become the third Badgers player to enter the transfer portal, joining offensive tackle Logan Brown and quarterback Deacon Hill.
