apparently the problem has been fixed. I had the problem on only some of my devices.

The issue, which prevents users from watching recorded content, first cropped up on Monday night. Affected viewers who attempt to access their titles saved via their DVR are met with a warning that the TV show or movie they want to watch has been restricted by the channel it was recorded from. However, that is not the case, and the message is being generated in error.
The problem did not affect all YouTube TV subscribers, but it did appear to be consistent across the streamer’s connected TV app, its mobile app, and its website, according to customers who experienced the issue. While the exact number of impacted accounts is not known, it does appear to have been a widespread issue that prevented thousands of customers from accessing their DVR content.
Fortunately, it appears the issue is mostly solved as of the time of this writing.
In a blog post, Google said that it is not only aware of the problem, but that YouTube TV engineers have found the source of the issue and have begun working to correct it.
“This is fixed! YouTube TV Users, you should now be able to access your recorded programs without seeing the “Restricted recording” or “go back” message,” the post reads. “Thanks for your patience. Let us know here if you’re still having any issues!”
So, if you’re a YouTube TV customer that is still unable to access your on-demand content, have patience! The bug fix that Google has created to solve the problem is live, and if it hasn’t made its way to you yet it will do so very soon.
