No they don't actually mean the kid has an offer.

I don't know if the number of allowed OV's has changed but once upon a time I think schools could host upwards of 55 official visits. Sometimes Syracuse would host teammates of the recruit they were after. Sometimes it's so the whole staff can get an up close and personal look at a kid before offering. Lots of reasons.

(And I'm not saying saying Jackson didn't have an offer, just speculating. I'm not sure the Florida kicker has one either. We'll see soon enough and he probably commits here but I've wondered. We do have to replace Smyzt but they have an entire cycle to do that with a professional ST coach doing the scouting.)
