I think both of those options are true. Can they be corrupt and incompetent. Not out of the realm that the FBI doesn't tell them until the day of because they feel the NCAA is complicit in some way.
There's no reason for the FBI to involve the NCAA.

You're probably right, but it's also true that there is no reason for the FBI to trust the NCAA. That's totally condemning of the monitoring institution.
