Technically. However, penalties are stayed during their appeal process. If the appeal is not processed before the tournament, they are allowed to compete. Penalties will be levied the following year if they are not modified by the appeal.

FWIW, the ACC's site has posted a tournament bracket with slots for 15 teams.
Pretty good sign the conference doesn't expect the appeal to be ruled upon by mid-March. Or they expect GT to be cleared.

Frankly, GT isn't going anywhere this year, so if they aren't 100% sure the appeal will work, why not take your medicine this year and hope for the best for next year.

If we tie ND it comes down to the best win for each team. SU win over UVA would trump ND's best win for now.
 
Clemson and NC State lost last night which was good for Syracuse if you want the 5 seed,
I will be updating the this bracket after tonight's game.
Florida State has a really good chance to be the 1 seed after Duke and UL losing this week.

They play at VPI tonight and at Miami next week and then Duke and UL at home.
