I like the idea that someone else posted with a similar situation. The perpetrator is suspended using the existing rules as a floor for the penalty, but also cannot resume playing until his victim is able to return to the field.
For example, if Hatcher can't play next week, neither can the player that targeted him.

Exactly. When the announcers say it's targeting right away after the first replay and don't need to see 50 different angles, you know it was bad.
