Anything on an ACC Network? I thought there was a limited amount of time ESPN had for due diligence and if they declined to start a network, would start paying schools more under current deal...

Speculation had been that it would have been announced this year to launch next year. Reports are that ESPN requested that it be pushed an additional year.

If that means a 2018 start, I assume that 2017 would be the year the ACC would get make-good money, and maybe only 2017 if the network is up in 2018.

And none of that could be true...nobody knows. Would think that the reports that the network was delayed a year were a good thing, as it was the first thing to confirm it was actually going to eventually happen, but the reaction seemed to be "See, the ACC is never going to get a network", so there's really no way to know. The ACC folks are extraordinarily tight-lipped, in my opinion sometimes to the detriment of the conference PR.
