This is true but it is also very true that you or I will never be faster than Usain Bolt regardless of how much coaching or training we do.
True, there is only one Usain Bolt and I can't grow 6 inches in my leg bones. But, if he is the benchmark for being fast, there is only one fast person in the world. I might be faster than him if he never trained and I specifically trained for speed for several years.
 
My son got much faster through training with Parisi Speed school, when it was around.
He had a limit based upon his personal physiology, but through training of technique, stretching, strengthening, etc., he got much faster.

Didn’t think they got that far. They were founded in my hometown by Parisi and the notoriously slow Phil Simms. Giants organization used him for a while.
 
You can teach proper technique, not speed. Speed is innate. Running the proper way will make your numbers and acceleration better. When I played football, I was taught coming out of my stance to rise like an airplane taking off to build momentum.
 
You can teach faster(ie work outs). Some people with never be fast ,even if you shove a rocket up their a$$
 
Dumb conversation. Any physical or mental attribute can improve. If you can teach someone technique to go from a 6.5, 40 to a 6.0 40 you are teaching speed. You are not teaching fast, which seems to be the main hangup.
