State flagship schools don't like to rub elbows with those other schools they consider "lesser". See Kentucky--Louisville. For many years UVa--VTech (UVa had to be threatened to support VT to the ACC). It can go to ridiculous extremes. Florida wants nothing to do with Miami and might even reduce their FSU competitions if they didn't fear the political backlash.
