As a HC why would you want to play against Hawaii, UTEP, New Mexico, San Jose State, Nevada, Wyoming, Air Force (and maybe Northern Illinois) every year?
IMO the MWC is now the 8th best conference. That isn't getting you in the playoffs.

I think he will do well. He's a really good coach. I am very happy with Fran, but that doesn't take away from the fact Mullen has been a really good coach as well.

The top teams from the MWC are going to the PAC. What is leftover in the MWC makes the conference worse than the Sun Belt, where Louisiana was 10-2 and not even ranked.

MWC just got gutted by the Wazzu and Oregon State. UNLV is surprisingly staying in the MWC for now.

Also the MWC has no TV contract beyond the 2025 FB season. They are going to have a hard time recruiting with very few games on TV, a soft schedule, and being in the West's 5th best conference. But good thing Mullen has a good rep for recruiting.

Maybe he's a degenerate gambler. Hire a GM, let him do all the hard stuff with talent acquisition. Grab a couple experienced coordinators.
