Why January and Why the 12th day?
We did not find any reference to why the month of January or why the 12th of the month was picked. This holiday is referred to as a "National" day- However, we did not find any congressional records or presidential proclamations for this day. Even though we didn't, this is still a holiday that is publicized to celebrate.

In the final eight minutes and 15 seconds against North Carolina on Saturday, Syracuse surrendered 10 made field goals in the paint. That ultimately turned out to be the difference, as UNC used a 34-17 run in that span to pull away from the Orange.
UNC, which scored a total of 46 points in the paint on Saturday, wasn't the first team to have success near the rim against the Orange. In four ACC games, SU has allowed 30 or more points to be scored in the paint each time; Pittsburgh had 34, Miami had 30 and Clemson had 40.

DA: Road Rage Victim Lied in Interview, Had Agreed to Charge Against Ex-Cop Shooter (PS; Dowty)
Onondaga County District Attorney William Fitzpatrick this evening sharply criticized the victim in a Cicero road-rage shooting who charged there was a cover-up.
Robert Tifft, 42, told Syracuse.com that the shooter, former cop Mark Miller, had gotten off easy because of his law enforcement background. Miller claimed he pointed a gun at Tifft in self-defense during the Dec. 2 road-rage incident, but didn't mean to pull the trigger. Tifft suffered a non-life-threatening injury.
Miller pleaded guilty to a misdemeanor today and will have his guns taken away, but faces no further punishment if he stays out of trouble for a period of time, said his lawyer, Rome Canzano. He's due to be officially sentenced Tuesday.
Miller, 49, is former military police and previously worked as a city of Oswego police officer, his ex-wife told Syracuse.com.
Tifft said that Miller should not have been allowed to plead guilty only to a misdemeanor.
"If you got connections, you got connections," Tifft told Syracuse.com this afternoon. "But the law is the law. You got all these gangbangers shooting the streets up. If they see this guy getting a slap on the hand, what do you think's gonna happen now?"
Tifft added that he didn't know what law enforcement were doing before today's news.
