So can anyone explain to me the rules for NIL for international players?

my understanding is that they cannot be paid NIL...is that still the case?

if so, why in the world are teams not going harder after international players?

Rules are alway meant to be broken. Just think of the NCAA as organized cheating and it all makes more sense. I can’t answer your question but WVU somehow got around to paying Jesse Edwards. So there must be loopholes.

It’s federal student visa laws, not NCAA

Rules? There's no rules in a knife fight.

International players are in the US on -1 student visas. A student visa prohibits the holder from doing productive work and being paid while in the country other than some very tightly defined exceptions.
An international CAN receive compensation for work done while outside the USA however. That is the most common work around. There are some instances of international players reclassifying to visa categories that do allow paid work in the USA such as O-1 used for exceptionally talented individuals and P-1 used for professional athletes on exchange programs. As you can imagine there is considerable red tape involved in that channel and I am not sure how many cases have been granted.

My understanding is that they can be paid but only for something done outside the U.S.

In a lengthy article, The Athletic says we're in for a flood of top international players because they now can make far more in college here than in pro leagues in their own countries. Here's what they say these players can do to work around payment restrictions:

"The -1 student visa used by many college athletes coming from abroad allows international students to study in the U.S., but they cannot work off campus... 2022 national player of the year Oscar Tshiebwe (Kentucky) fulfilled NIL deals his visa wouldn’t allow while off of American soil. International players can also make money by licensing their NIL rights to their schools."

So, it appears that schools can buy NIL rights directly from a player...in effect paying him outright to play for them. Clever work-around that gives schools direct negotiating power.
