People overreacted from the beginning. the Post Standard (which is a flat out bad newspaper, it just is) reports this story of a "new stadium" one random Sunday. Everyone falls in love and expects a deal to be finalized within a week or two and groundbreaking within a year or so. New Stadium deals take years...I mean years to get passed. One side floated the story to the newspaper to get the public on their side, that's clear as day. That pisses off the other side (Stephanie Minor) and that's where you get the stalemate. It complicates issues that Minor and Cumo don't get along all that well if at all these days. Minor is in her last term, she doesn't want this headache on her desk in her final years. Cumo could be a running mate for Hilary and be in Washington within a few years. When both are about to leave their current positions that's when this stadium deal starts making progress. They will get the ball rolling and pass it off to the next poor saps.
There is no doubt in my mind that Syracuse will get an all-purpose retractable roof stadium. It will happen!! But it isn't going to happen/open till sometime between 2020-2025. Half a billion dollar deals don't get done overnight! It's takes years of back and forth and every side needs to come out looking like they got what they want. So both can go back to their camps and yell out "WE WON!" Make it seem like they got what they wanted all along, even though that might not be the case.
