How WIll the NCAA Enforce New Compensation and NIL Rules?

Legislate a league with financial rules that carry the weight of law. Make revenue sharing the only way to pay players, and have everything be taxable. Punish those who try to sneak money around the caps with criminal charges of tax evasion (which it would be) and have a mechanism for expulsion from the league.

Short of the threat of criminal charges (and even then...) this will never work. If there isn't a firewall placed between donor-fans and the sport, the sport is going to fail.

Ironically, the SEC openly recognized that the"P2" concept is a non-starter or will require extensive expansion; they are not for either option and want multiple conferences; and that the present system is broken and must fixed or scrapped (the impetus for the concept of playing only SEC teams?). Sure, everyone knew this all along, this site has been discussing everything related and possible outcomes since the ideas popped up. The SEC spoke out loud the silent portions.

Many agree a strong authority is needed, but too many refuse to sign on to an authority they can't subvert.

Exactly! The classic "As long as I am in charge" qualifier. Nobody wants anyone but themselves in charge. They don't trust each other. And they are greedy.

Not only do they not trust each other, they want others to submit to rules that they don't want to be subject to.
 
Make a special tax line item like 1099-NIL. If you don't report it then its 10yr jail term.
Maybe that would scare people enough. Maybe they'd just get more creative with laundering the cash.
 
Poster case #1 -- The Duke QB breaking his contract there to go to Miami. Anyone think there might have been some tampering involved? Since so many people love the "U" [not], make an example out of them.
