no when the endowment is made they do it with the restriction in place.. you could endow 100 million where the interest is used and then have a rule that says when you need a new music building you can use it..Thank you. It has always puzzled me that so many people don't have any idea that endowments are restricted gifts. Also, I believe it is common for endowments to be invested and only the interest is available to be spent.
Hindsight is 20/20 but thank god for the majorityGood.
At least a small minority of universities has its priorities in order.
