Yep. Just because there's a line doesn't mean things will change. Refs have difficulty getting a simple block/charge right; there's no reason to believe they won't have just as much trouble getting an in the circle/out of the circle correct.

in the NBA they use replay to check this I imagine it is the same for college

Regardless, at worst, refs will generally be less inclined to call a charge. At best, they also get nervous about calling charges even close to the line. Either way, the reduction in number of charges called (and I'll eat my words if the numbers don't play out this way) will probably help the scoring numbers for our drivers. It can't be bad for us.
