Where would you put Virginia and Rutgers?

I think Rutgers will be a tough sell. You have B1G teams pilfering New Jersey and for the foreseeable future you're fighting for 3rd place in a great year, but more often than not you'll be shooting for 5th. And that's for a crazy person as your AD, weird NJ politics and a fan base that thinks they're equal to Penn State.
