why is that HS can have rules on paying players and transfers and such and ncaa teams that agree to rules can't enforce them?

No one made the players sign up and play under these rules. They knew them all going in as well.

In what state can a HS player NOT have a job and get paid (like it used to be in college) while playing sports? Or stream and get paid? But more importantly, contracts with minors are void in all states, which is the reason why companies don't go into NIL deals with them. So, it's not the same situation. BTW, come down to Texas - all it takes is for a parent who is a teacher to transfer to another school and their kid can attend and play sports there with no restriction. In fact, have a relative who is in a school's jurisdiction where you want your kid to go, just use their address for the kid.

This is pretty much the case anywhere, no? 22 years ago our main HS rival went and got a kid from the Bronx because they had no one to matchup with our 6’8” center in hoops. It was well known he was paid to come to upstate NY.
