If you call it on the field, Take the targeting call from the ref and send it to a central location that the league has.. Take the player out of the game until its resolved and move on.. if you get called for a play thats close enough to targeting to get it looked at then staying out a few plays is not worth an argument over.. its 50-50 you miss a play or 2 . But it stops the game being slowed down for 2-3-4-5 min.

if they see it up stairs then review it and move on and if its decided 2-3 plays later than thats fine too. Ring down that a player is being review take him out while they review it and move on.

Sucks for the kid, if its the right call no harm at all.. if they decide its not targeting but he missed a play or 2 you just live with it.

Stopping the game for these review changes all sorts of energy in games..

If they did it this way they would have time to review these things without worrying about stopping a game and not doing anything at all. they miss as many as they call and if the goal is safety this would be a better way to catch more.

They get reviews wrong all the time anyway that stop a game.
 
I like the idea, but the NCAA and the conferences aren’t set up for that by design.
