In terms of the bubble teams here is the list I will work off during the announcement, (Based on those at 90% or less per the matrix) and adding West Virginia for the hell of it, I'll knock the teams off as they get announced. I think SD St and WVU are good, but in terms of being conservative adding them

It's possible, but when you look over the last 20 years the rare time a blue blood/second tier gets on the bubble (UK is the common one), they don't always get favourable calls.
