Who voted to fine UNC and who decided that a hollow reprimand was punishment enough?

Maybe Clemson's bitter because they got reamed for what they did. I wonder how SU would have voted.

7-4 vote but it takes 2/3 to vote for a punishment, NCS, Duke Wake and maybe Virginia or Maryland voted against the punishment. It does look like the NC schools did stick together on this one.
