Found the following, could be the reason we haven't seen a complete roster.

May 15, 2012: Upstate/Downstate game: The third annual New York State High School Football Classic on June 10 in the Carrier Dome is slowly coming together, though there are the usual issues with firming up rosters.

Good find. I've heard through the grapevine a few of the players from Section IV, but figured something should be out by now. Last year's roster was out on the 13th of May, so they're a bit behind.
