I would be really surprised if when they finally open the dome to crowds, they immediately allow people to attend that are from outside the campus. I expect they will start by opening the dome for students and staff. Maybe player families.
I believe if that goes well, they will move on to the general public.

Only allowing students should be interesting. If football is any indicator, they’ll show up 10 minutes late and leave at halftime.
