UConn, Rutgers and some others won't commit to the Big East because they are currently trying to get an invitation from the ACC, Big 12 or Big 10. The best Marinatto could get out of them was a carefully parsed statement about helping the Conference add members.
Schools that are Big East expansion targets likely won't commit to joining the Big East unless they know who the members are of the conference they are joining.
The Navy AD said it perfectly. "Gladchuk said last week that Navy was in no rush to make a decision about whether to join the Big East, and that the academy would consider the change from football independence only “when the Big East is on solid footing.” He reiterated those comments Thursday."
So the Big East can't add members --- except for the truly desperate --- until the current members stop their search and commit to the Big East along with very large penalties for leaving. This could take a long time because these schools have visions of far greater things that a Conference that walk and quacks like C-USA.
