I don’t know the rule but my gut feeling is they can. But I saw a Duke player do the same thing this year and nothing happened. But Duke…..

When he was at WFU, Chris Paul was suspended for a game for a thrown punch that was missed by the officials and not called a foul during the game. Paul's punch landed a bit lower.
