What are the rules on that? If a player reaches out to another school, are they not allowed to talk with him?

I would assume a school should not be able to solicit another player at another school. But if its all player lead and that player reaches out to the communicate with the school, they should be able to talk to them.

I wonder if UGA isn't really distraught about this news.

The fans surely aren't. The only person they want gone more is Offensive Coordinator Mike Bobo. IMO, Beck let fame & money get to his head. Too busy making Tik Tok videos with his influencer girlfriend and showing off his Lamborghini. That rubbed a lot of UGA fans wrong, his focus wasn't on football and it showed.
