In general the HIPAA privacy rule is in place to protect someone's health information. However, when it comes to college athletes is the law you reference specific to each state? There are other universities and sports that release information about their student-athlete's injuries and status/timeline.

yes, you can. you just need to get the athlete to some permission. But if you follow enough teams you do see this information out there at some schools.

And many student athletes don't know the laws when it does get out there and shared. You don't often see a SA go after a school over HIPAA. Its similar to options for financial education and assistance in that certain more at risk economic classes are less aware than others.
