In general the HIPAA privacy rule is in place to protect someone's health information. However, when it comes to college athletes is the law you reference specific to each state? Most misunderstood rules in the USHIPAA doesn't apply to universities as a whole. It would only apply to the university healthcare professionals doing services for students and faculty.
The doctor treating the athlete, the insurance company paying for the athlete, the brokers and clearinghouses handling records. Not coaches.
