Easy. Consider "flopping" a technical. It's a form of cheating.

If you put the technical on the coach, that solves it completely... Two flopping technicals hurt the teams points and bonus situation. Plus the flopping team's coach gets ejected. Removes the problem completely and immediately, since no coach would encourage a tactic that gets him ejected. (Oklahoma and Eurodude in the NCAA tournament notwithstanding)

Sounds good. The only problem I could see is that refs might be reluctant to make the call if it means tossing a coach. It would be worth a try however, because the present situation is ridiculous.
 
Clemson got shafted against Miami tonight because the refs don't know the difference between a block or a charge.

A lot of the control officials have over the game is the mere threat of action. The first time a Duke player flies onto the ground without a hint of contact, the official stops by the Duke bench and shouts to nobody in particular, "Next time, your getting T'd, coach."

Bam, not a single Duke player falls down the entire rest of the game.
 
The rule should be that if you flop it is a technical foul. The college charge rule sucks and is ruining the game.
