Putting Tommy in won't help. We would still be calling run, run, pass. Yes, Tommy is a better passer but he wouldn't throw it given the pressure the are bringing on 3rd down. They issue is the play calling. Let Shrader run and pass before 3rd down. If he keeps missing throws then put in Tommy and throw some on 1st and 2nd down.
