One positive implication of the ACC policy - and maybe the primary reason behind it - is that of the many factors being considered in placing teams in the various bowls, payout is not a major consideration for any given team.

Also, many have mentioned that Duke benefits from a weaker division and gets to go to the Championship game for the ACC. They could also get a better bowl. This way, everyone in the conference benefits even if the divisions are uneven.

Clearly the staff wants to stay away from the Dallas Bowl so they don't have to go anywhere near Ozigbo.
