I hate Comcast

Most locations have only one cable provider. However, phone and other utilities with right of way access should be able to offer alternative services. I’ve only seen phone providers (i.e. AT&T) do so.
If I ran a gas or water utility I’d look into running fiber along my lines to give residents another, better, alternative.
The only Internet provider choices in our town are Comcast, FiOS DSL, or one of the satellite providers like Hughes. Verizon hasn't laid any fiber optic cables here yet, and no one knows for the foreseeable future if they will.

There is a growing trend of public/private partnerships involving towns and counties. The capital needed makes it difficult for a fiber build out. Towns/counties are putting forth the initial bond, and partnering with an ISP that can provide maintenance, back bone, support, and installation. Repaying the bond is through a charge on subscribers of about $10, monthly.

If your local providers are unwilling, or unable to provide service, communities are finding providers that can. I believe there about 60? communities in my area doing that, now.

If your community is under served, there are many examples of how it can be done. More importantly, the financials should be available for your community to make a prudent decision, with, hopefully, no impact on tax payers.
