I think “peak” Dion which was 2016-17 has an argument. Ultimately they are two completely different types of players and their value partly depends on what role their team needs out of them.
On a team like that Miami team, Dion was probably their second best guy in that huge run they made the last couple months. He averaged 4.3 apg so he was a solid playmaker for them in addition to scoring, handling the ball, shooting it 40% from 3 and a decent defender. That was easily the best ball he’s ever played though. Not sure he will get back to that.
But...on a team like OKC, which they’ve both played for, I think Grant is a better player for them. Russ’s game makes Dion a second team scorer and playmaker - which a guy like Grant is more valuable than IMO.
