I have to be honest, I don't know if its a rule that they have to wear them, but not everyone does.

i also lived in atl where there are millions of tenn fans so i routinely made sure they understood how lucky they were to survive that. and arkansas.

I remember the game, I just didn't remember the penalty. I had a hs football game that morning, and I remember getting in home in time to see most of the 2nd half.
