There is no such thing as 15 practices for a bowl game. It's 20 hours per week , maximum 4 days. the 15-day rule is for SPRING PRACTICES only. Now, it may be that a school gets about 15 days from the application of the rule, but it is NOT the rule.
Practice rules apply year-round with exceptions based on Spring practice and when your season ends. If you are in a bowl game, your season has not ended, so you still apply the normal 20 hours, 4 days a week rule:

17.1.7.1 Daily and Weekly Hour Limitations -- Playing Season. A student-athlete's participation in countable athletically related activities (see Bylaw 17.02.1) shall be limited to a maximum of four hours per day and 20 hours per week. (Adopted: 1/10/91 effective 8/1/91)

Bowl Subdivision Football. Activities between the institution's last contest and January 1 are limited to required weight training, conditioning, review of game film and walk-throughs (see Bylaw 17.02.20). A student-athlete's participation in such activities shall be limited to a maximum of eight hours per week, of which not more than two hours per week may be spent on the viewing of film and participating in walk-throughs. All activities beginning January 1 and outside the playing season shall be conducted pursuant to Bylaw 17.10.6.
