The ref can only make the call with a digital measuring device. We're talking inches off the line. It was a judgment call, which makes it total BS in a situation like that.

I felt the game was over after 21-0 with that BS penalty. All the momentum was in their favor. Kudos to the guys for rallying. Can’t stress the importance of this first 2nd half drive. If we can get in the end zone this place will go nuts and things could get weird.

Went back and looked, they didn't throw the flag for the illegal formation until Pena was at the 25-yardline with a block set up to go the distance. Also I'm not so sure it came from the official on the line of scrimmage, it looked like it came from about 5 yards off the line.
