Probably not. The Rail Passenger Service Act of 1970 prioritizes freight traffic over passenger rail, and the freight carriers operate in a way which make passenger rail (Amtrak) a guaranteed money loser. It’s unlikely passenger rail to Micron would be reliable or profitable.
We’ve legislated in so many perverse incentives into transportation in the last century, figuring out how to improve it is going to be really tough. Continuing to have freight and passenger sharing lines is not ideal since giving greater priority to passenger service on existing lines would drive up freight costs - potentially (likely) pushing more freight transportation to trucking (which we shouldn’t want). But building dedicated passenger lines is crazy expensive, and would need larger ridership than we can reasonably forecast in most places to be a viable use of limited resources.
