They don't try to avoid it anymore - they actually try for it. It's a stated policy they have now. They will always try to put you as close to home as possible while maintaining your seed.

In the past they always protected the top 4 seeds (the top of the pod) from this.

It's really unfair for Houston in the 1-9 game, and it's not a change in policy I agree with.
