I'm fairly sure I understand what happened here (but it's possible I am wrong)

Teams are only allowed to have 21 players as part of the pre-season roster and training camp (this part I am certain of)

The Exhibit 10 contract which usually gives a player a decent little cheque, typically provides a contract to try out / play NBA preseason as one of the 21 players, and using the words of the article, "Puts you on track to become an affiliate player for the team".

As the article suggests he is still track to play for the Raptors affiliate, but he will not be one of the 21 players on the pre-season roster. He still gets some money from signing the Exhibit 10 in the end, so it probably works out well for both parties -- Guerrier as he ends up in the 905 (G-League) with a bit of a bonus, and the Raptors are still able to line him up for the 905 squad.

But the money on an exhibit 10 isn’t guaranteed. So I assume he’s not getting anything but as an exhibit 10 that was cut, if he stays with their g league team for at least 60 days he can be given a small bonus on top of the g league salary.

I believe E10 contracts can carry a signing bonus, which I would assume is what happened here before he goes to 905.
 
Yawn. He’s dead to me. Just like all players that choose to leave SU for other college teams.

The money isn't "guaranteed" but can the team still pay it as a goodwill gesture? I interpret not guaranteed to be at the team's discretion. Am I wrong?
