I heard at one point they were trying to blame meteorologists. It takes a lot to upset Al Roker, but the Atlanta government officials managed to do it.

the economic costs of the whole region shutting down don't show up on any govt financial statements and costs of preventing shutdowns do

everyone just assumes that it's not worth paying for salt and trucks for storms of the decade and everyone just assumes that storms of the decade are actually once a decade like you said
