most likely the victim is refusing to testify. There's a difference between knowing something, and being able to legally prove it in court. It is maddening at times, but it is the way it works.

apparently, the video showed it was another guy who did it and Carroo only grabbed his current girlfriend and took off running. Additionally, the victim has told different stories on what happened and has refused to agree to a permanent restraining order. It's the refusal that led prosecutors to finally drop the charges.

very common in domestic dispute cases. Doesn't change what he did, but will probably avoid punishment of a legal nature.
